It was done as a measure to prevent nazi ideologies from rising again. In order to even be able to submit a change the federal council needs to have the so called 'Zweidrittelmehrheit' (66% agreement), then the change will be evaluated by the 'Bundestag'. They are permitted to make changes to the new law as they seem fit or just dismiss the law entirely. If they do make changes the law gets resubmitted to the council for YET ANOTHER evaluation - if the council agrees to the changes the law then needs approval of the chancellor and his or her ministers. Then our president (who is much different from the president of the US because he has less of a governing function but is more of a moral authority) can sign the new law or refuse to sign it, in which case the entire process pretty much begins anew. • Other countries wouldn't react positively to any changes to any of our laws regarding nazi Germany. We will have that stigma pretty much forever, so we are pressured to keep these laws intact. Also how could we justify that change in the first place? I don't think 'some people on the internet said that law is stupid' will suffice. The press and other governments would just throw the nazi argument at us if we would attempted something like that without having a proper reason. We have a bunch of those nuts here and we'd really hate to do them a favor. Additionally most of the time game developers/publishers censor the Swastika as a preventive measure to avoid potential legal issues. Chances are that an uncensored release wouldn't even cause any issues, for example a few Indiana Jones games had Swastikas in them without being censored.

EDIT: People have pointed out that simply accepting videogames as art would solve the problem, which is true. I'm unsure about the odds of that happening any time soon though, especially considering that a lot of other stuff like blood and gore also gets censored for Germans (See: Countless 'Low Violence' versions on Steam). The government just doesn't bother with the topic and seeing video games as something bad is still common within our older generations. This post was more aimed towards the people that think Germany prohibits the Swastika because we're trying to repress that WW2 happened or are very sensitive about the topic, which is just not true at all.
